EU Green Deal & Chlorine-Free Mandates
Brussels is moving away from using chlorine-based bleaches. The EU Industrial Emissions Directive (IED 2023) has brought in new, tougher rules for how much waste can come out of pulp mills. These new rules make producers use hydrogen peroxide as a clean bleaching agent. Sappi Europe said in January 2025 that its Gratkorn mill will start to use hydrogen peroxide instead of chlorine dioxide for 30% of its needs by 2027. The company has also agreed to buy 18,000 tons per year of 50% grade H₂O₂ from Evonik for a long time.
COVID-19 Legacy & Healthcare Disinfection
Hospital infections are still common. Germany's Robert Koch Institute said there were 400,000 cases in 2024. Fresenius Kabi started offering ready-to-use 3% hydrogen peroxide wipes in March 2025. Now, hospitals in Germany use them in 120 locations. This change is causing healthcare-grade peroxide demand to go up by 12% across Europe. This is helped by special reimbursement codes for disposables used to stop infections.
Chemical-Recycling & Circular-Economy Boost
Peroxide is important to how people recycle plastics. At OMV’s ReOil plant in Austria, which started in March 2025, they use 50% H₂O₂ to treat plastic waste before changing it into pyrolysis oil. This helps change 16,000 tons per year of plastic trash into oil. At the same time, Versalis’ new Porto Marghera plant uses 4,000 tons per year of H₂O₂ to take out ink and clean PET flakes. This creates a steady new stream for industry use.
